The Postcode Address File (PAF) licence is changing. PAF now supports more than postal deliveries, now playing a crucial part in identity verification, GIS mapping and customer management.
The new licence is now likely to be issued in January 2010.
PAF licence changes are deemed necessary, and it is a large task. The PAF licence changes will mean additional liabilities for heavier users of the file, while those who use it less will pay less.
One of the challenges that the Royal Mail face is allowing for the PAF licence to incorporate franchises, corporate licensing and subsidiary models. As well as having to consider bureaux, public sector usage and broker networks.
